Welcome to the first briefing in the 2014 edition of This Week at the Capital! Once the 2014 Legislative Session convenes on May 14, you will receive updates every Friday during session on priority JOBS issues. Launched by the organized business community last year, North Carolina Vision 2030 focuses on four key areas where our state must strive for excellence: Education and Talent Supply, Business Competitiveness, Entrepreneurship and Innovation, and Infrastructure and Growth Leadership. Using these pillars as a guidepost, the North Carolina Chamber and its members developed the 2014 JOBS Agenda. This newsletter will track and provide updates on specific legislation as it is introduced throughout the legislative session. The NC Chamber’s 2014 JOBS Agenda to create jobs and promote a pro-business climate is outlined below under each pillar. 
Pillar 1: Education and Talent Supply: North Carolina must develop and maintain first-rate, leading education and workforce development systems that are effective, agile, accountable, flexible, and consistently produce a competitive, diverse, world-class workforce. This includes the state’s K-12 public schools, network of state community colleges, state university system and independent colleges and universities.

Ensure Sound Implementation of HIRE Standards: North Carolina has raised the bar to ensure implementation of college- and career-ready standards in our schools. The NC Chamber is committed to these HIRE Standards – the standards we need to ensure our economy grows, our communities thrive and our students succeed in real, local jobs.
Support Teacher Compensation/Performance/STEM: The NC Chamber supports strategies to recruit and retain excellent teachers, to require high professional standards with performance-based expectations and to prepare all graduates with a strong foundation.
Align Workforce Development Efforts: Developing a world-class talent pipeline in North Carolina is critical to our state’s ability to develop, train and retain a globally competitive workforce. The NC Chamber supports strategies to develop a more effective and aligned workforce development system.
Pillar 2: Competitive Business Climate While North Carolina appears near the top of several noteworthy business climate rankings, the state is not creating enough good jobs fast enough to balance the job losses of the last decade and the influx of new people. North Carolina must continually strive to position its business climate competitively to lure investment and keep, attract and grow good jobs for the future.Simplify State Tax Code: The NC Chamber will work to address issues within the tax code in order to enhance North Carolina’s competitive position and increase certainty for businesses. Priority issues for the business community include NEL to NOL conformity, single sales factor apportionment and franchise tax reform.

Continue Updating Workers’ Compensation System: The NC Chamber plans to continue building on the progress made to the workers’ compensation system in 2011 in order to maintain competitive costs against surrounding states. Additionally, enacted reforms need to be enforced to ensure the intent of the law is implemented by the Industrial Commission.

Provide Greater Protection through Tort Reform: Tort reform remains a key issue to creating pro-jobs reforms, protecting companies against frivolous lawsuits and providing more certainty in the state’s legal system. The NC Chamber will continue addressing concerns in our civil liability system, including employment fraud, business court reform and Transparency in Private Attorney Contracting (TIPAC).

Promote Health Care Cost Containment: Greater flexibility and reduced complexity is essential as employers work to provide health care coverage for their employees. The North Carolina Chamber opposes health care mandates that place additional cost burdens on our state’s job creators.

Pillar 3: Entrepreneurship and Innovation North Carolina must consistently foster innovation and entrepreneurship that leads to capital formation, investment, employment and good jobs. Creating the culture of innovation and entrepreneurship necessary to be a world-class jobs leader will require a high degree of economic freedom with minimum government interference, regulation and taxes.Enhance Access to Capital: The NC Chamber is committed to advancing policies that make North Carolina attractive for venture capital, private equity and capital formation that are based on improved treatment of investment.

Streamline IP Transfer Policy: Intellectual Property (IP) is critical to North Carolina’s overall well-being and economic success – supporting 1.77 million private sector jobs, contributing $424.9 billion to gross state product and accounting for 78.1 percent of total exports in North Carolina. The NC Chamber supports growing this industry sector through a transparent, consistent process to transfer the valuable, cutting-edge research at our universities into product development and technology advancement.

Strengthen Patent Protection: With the patent troll problem spreading across the country, the NC Chamber wants to develop strong protection against abusive patent assertion claims to provide North Carolina a strong advantage in attracting small businesses and technology start-ups.

Pillar 4: Infrastructure and Growth Leadership North Carolina must identify ways to invest in the development and maintenance of sound physical infrastructure, including schools, transportation, water and sewer, energy and broadband advanced communications to meet the demands of growth and the market. While economic development incentives are certainly a less palatable tool for job growth than sufficient, sound infrastructure systems, failing to use them to create jobs when 49 other states are doing so would disadvantage North Carolina.

Strengthen “All of the Above” Energy Production Strategy: The NC Chamber supports initiatives to fully realize the potential benefits of domestic energy production to spur job creation in our state, while implementing protective measures and tough standards that safeguard our quality of life values.
Encourage Adequate Support for State Transportation: The NC Chamber understands the importance of not only creating comprehensive, long-term solutions to meet the increasing transportation and infrastructure needs of the state, but also resolving current funding challenges. It is important to identify potential areas for diversification of revenues and transportation funding reform to meet the long-term demands of business and population growth, maintenance and construction.
