Education and Talent Supply

  • Preserve HIRE Standards and Aligned Assessments
  • Advance a single accountability model (A-F) for school performance and ensure compliance with Every Student Succeeds Act (ESSA)
  •  Advance policy initiatives that position NC as a top-10 state for workforce readiness and stability
    • Establish acceptance of European-style apprenticeship programs statewide
    • Expand work-based learning programs
    • Accelerate STEM-based initiatives

Competitive Business Climate

  • Advance targeted tax reform
    • Reform the franchise tax (statewide tax on business property) through simplification and rate reduction
  • Advance recommendations contained in the Roadmap to Value-Driven Health to establish NC as a top-10 state for health care value for employers
    •  Reforms to Certificate-of-Need laws
    • Aligned payment reforms along the health care supply chain
  • Further NC competitiveness with corporate governance reforms to encourage headquarter location to NC – compete with Delaware
  • Advance policies that spread economic opportunity across NC as outlined in the Spreading Economic Opportunity Across North Carolina report
    • Competitive investments in food manufacturing industry
    • Full repeal of the mill machinery sales tax

Entrepreneurship and Innovation

  • Advance policy initiatives that protect investments in entrepreneurship and innovation, promoting capital formation, entrepreneurial investments and new job growth
    • Support establishment and funding of a research and development (R&D) grant program targeted at start-up and early-stage companies
    • Advocate for expansion of NC’s recently passed crowdfunding legislation to allow for more investors to utilize this important tool for capital formation

Infrastructure and Growth Leadership

  • Advance policies that promote an “all-of-the-above” energy policy, assuring energy prices remain highly competitive for business
  • Continue to advocate for further balanced regulatory reforms to reduce red tape while protecting the environment and promoting economic growth
    • In 2017 the NC Chamber Foundation will release a new report containing recommendations to further bolster NC’s regulatory competitiveness
  • Continue to strengthen investments in infrastructure through funding reforms that diversify the revenues available for infrastructure investment as outlined in the Bridge to a Stronger Future report and the Diversifying Revenues to Improve Commerce and Economic Prosperity study
